Open lots which are surrounded by fences and which are filled with toys are safe and good places for children to play. But children should not play here.

Why not?

No-Children-Playground is a swing for children on a "Machizukurijigyoyochi" (vacant lot for town planning use) surrounded by a fence and locked, so that no child can use it. On the fence there is a board saying:

"Sumida Ku Machizukurijigyoyochi - you are not allowed to play here! ... why not?"

a second board saying: "please write your name, if you want to play here"
